I've never been keen on partial/split site conformance and I think the increasing use of video (attracts the eyeballs don't-ya-know) will be a real barrier to the widespread attainment of this level. My (non-legal-based) judgement of the DDA measure of reasonableness would also fall short of the audio-description on all video and hence as it's a complete package it would be argued that the level as a whole would be deemed as such. So, while I have always argued that WCAG1.0AA was reasonably easy to achieve and therefore was the defacto minimum, I don't think this applies to WCAG2.0AA. Therefore I believe this will result in most self-selecting level A and not bother with any of the other criteria at this level; and therefore I'm even more annoyed about the bits that I believe should be in level A.
